Remember, we use:

the weather/it is + adjective                   it is sunny, it is cloudy, it is clear, it is windy, it is partly sunny
there is + uncountable/ singular nouns  there is a rainbow, there is a lot of rain, there isn't much sun
there are + plural nouns                        there are a lot of thunderstorms, there aren't many clouds
verbs (rain, snow)                                  it always rains in Manchester, it is snowing

A lot of students also say: the weather it is sunny. Remember, it and the weather are the same, so we cannot use both words. The weather is sunny or It is sunny
